S9 Architecture approached the site not as something to erase, but as an opportunity to build upon its industrial history and create a new neighborhood rooted in its context. The 914,000-square-foot Neuhoff District transforms the former meatpacking complex into a mixed-use neighborhood through a layered approach to adaptive reuse with a design that retains and restores significant industrial structures, introducing new buildings, landscape, and public spaces between them. Rather than imposing a singular monument on the site, the design unfolds as a carefully choreographed memorial landscape, including the 93-foot-tall Tower of Voices, which holds 40 wind chimes representing the 40 individuals aboard Flight 93.
