Harare City Council is drafting Zimbabwe's first e-hailing bylaw. Mayor Jacob Mafume says InDrive drivers should have no issue sharing revenue with the city. The episode covers what the council has said, the legal gap it admits exists, drivers reporting arrests after accepting rides booked through the app by council officials, and the Digital Services Withholding Tax that has applied to platform-based transport since 1 January 2026. Harare's Electronic Traffic Management System has recorded more than 2 million traffic violations. Home Affairs Minister Kazembe Kazembe says Phase One is 99% complete across 20 camera sites, tickets are expected shortly, and fines will be backdated. We cover how the system works, the TelOne revenue sharing arrangement, integration with ZINARA and the Central Vehicle Registry, and the entrapment concerns raised by Harare's own chief traffic officer. Econet has set out job creation plans aimed at Zimbabweans returning from South Africa. CEO Douglas Mboweni says fast-tracking construction at Econet Tech City could create about 2,000 short term jobs, and EcoCash plans to recruit 15,000 new agents by Christmas. Econet has announced EcoAI Tokens, which the company says allows customers to convert airtime into access to ChatGPT, Gemini, Claude and Mistral from US$3. Airtel Africa has switched on what it says is Africa's first commercial direct-to-phone satellite service, live in the Democratic Republic of Congo since 14 August in partnership with SpaceX. Anthropic has begun watermarking text generated by Claude, following European Union AI Act transparency obligations that took effect on 2 August. We explain how the watermark works, what it cannot detect, and where Google, OpenAI, Mistral and xAI stand. WhatsApp is testing Scam Alert, an optional on-device AI that warns users when a message from someone outside their contacts looks like a scam. Hosted by Danny that Guy on ZiFM Stereo. ICT Minister Tatenda Mavetera launched the Ndarama Enterprise Resource Planning system at a national seminar on digital sovereignty at the Harare Institute of Technology, held during Technovation Expo 2026. The seminar produced commitments to a National Data Centre ecosystem under Smart Zimbabwe 2030, a Zimbabwe AI Ethics Framework to be tabled by the end of the first quarter of next year, regulatory sandboxes for start-ups testing AI products, indigenous language AI covering Shona and Ndebele, the Zimbabwe Digital Innovation Commons, and a ring-fenced portion of the Universal Services Fund for precision agriculture and smart health diagnostics. Higher and Tertiary Education Minister Ambassador Dr Frederick Shava formally declared the ERP launched. The Ministry of Tourism and Ndarama Technologies are also building a system to track the 2% Zimbabwe Tourism Authority levy in real time. The 2026 AI for Impact Challenge produced its winners. POTRAZ, working with the International Telecommunication Union and the Zimbabwe Centre for High Performance Computing, received 738 applications, selected 60 innovators for a six day residential bootcamp in Manicaland, and named 16 winners. Artificial intelligence, coding, robotics and the Internet of Things are to become compulsory subjects in Zimbabwean primary and secondary schools, announced at the Abedai National Robotics, Artificial Intelligence and Internet of Things Challenge at Tynwald Primary School. Augustus Capital, a locally formed investment vehicle, is set to acquire Telecel Zimbabwe for US$175 million under a corporate rescue programme supervised by Grant Thornton Zimbabwe. The plan includes US$89 million in capital expenditure across roughly 1,200 LTE sites, retention of all 248 employees, and token payouts to existing shareholders. Telecel's active subscriptions fell to 303,284 by the end of 2025 and the operator reportedly owes creditors more than US$240 million. POTRAZ begins mandatory data protection inspections on 1 September under the Cyber and Data Protection Act and Statutory Instrument 155 of 2024. Any organisation holding personal data on 50 or more individuals requires a data controller licence, with fees ranging from US$50 to US$500. INTERPOL's African Cyberthreat Assessment Report 2026 finds that 55% of cybercrime reported across Africa is now AI enabled, with financial losses more than doubling since 2024 to an estimated US$484 million. The report covers scam centres in 72% of surveyed countries, AI generated synthetic identities used to bypass biometric checks, and ransomware attacks on power grid and customs infrastructure. Africa Tech Kin with Danny that Guy: ZEEX Launches in Bulawayo, Zimswitch Conference, & Amazon Leo in South Africa 28.07.2026 20хвDannythatGuy analyzes the week's big technology news in Zimbabwe, Africa and the rest of the world. The Zimbabwe Entrepreneurship Exchange launched in Bulawayo on Friday, opening a regulated market where small businesses can raise capital without collateral. Danny that Guy walks through how a founder actually registers, structures an instrument and gets to investors, step by step. From the Zimswitch Payments Conference in Victoria Falls: Zimbabwe processed 1.37 trillion ZiG across 511.1 million digital transactions in the first half of 2026, and at the same event the RBZ revealed digital payments are lagging in Zimbabwe. CABS put the Intermediated Money Transfer Tax at over 67% of digital transaction costs, and said fewer than 5% of national switch transactions happen online. AFC Commercial Bank estimated that of every 20,000 point of sale terminals acquired in Zimbabwe, roughly 2,000 are active. Also this week, the University of Zimbabwe opened an Industrial Incubation Centre at Msasa Industrial Park and a specialist medical centre offering IVF, eye health, oral health and trauma care. Amazon's Leo satellite service is entering South Africa through a distribution agreement with Herotel, launching a consumer brand called Evry. Herotel holds the licences, which is how Amazon has moved into a market where Starlink has been in a years long standoff with ICASA over equity ownership rules. We look at whether Amazon can compete with Starlink across the continent. Plus, Cape Town approves two hyperscale data centres drawing about 174 megawatts, and the electricity and water objections that follow. And Samsung Unpacked in London, where a memory chip shortage pushed most prices up. Hosted by Danny that Guy on ZiFM Stereo.
